Lheun is part of the bimonarchial system which controls the country of Nanei; she is the Elder Queen, who usually rules side by side with a Queen Elect, and raises her to be the next Elder, thus keeping the chain of command strong. Each queen has near equal power. This serves in good stead, as the Elect is raised with a strong example of what a monarch should be; and the Elder Queen is provided with a fresher, younger point of view in making big decisions. There are many other advantages to this arrangement as well.
The Queens are chosen for their intense magic- they must be the most powerful M'uses in Nanei. As such, there are certain powers that only Queens have, but these are only to be used in serving and protecting the country and its people.
Lheun is a stern monarch, but well-loved; she is known for being compassionate, although since she was young she has always been incredibly serious about her duties. In fact, one could say that she is serious to a fault, and can come off as somewhat condescending in regards to anything she believes is beneath her. The includes most things that can be considered "fun". The country has prospered under her, but she herself is secretly lonely. She wishes desperately to loosen up and reach out to others, but she isn't sure how- she's always held herself apart with duty and self-reliance.
