The City of Tobia is quite ordinary to the untrained eye. It's a picturesque city; by day, blue skies float white clouds like balloons, and by night, fluorescent green and yellow lights glow gently through the windows of buildings. The roads are calm, traffic lulling by on a constant basis.
Under the skin of the city, there's a much darker side to life. Two warring factions are at each other's throats, one trying to annihilate the other. One side is the Jupiter Household; the government. Controlling the hearts and minds of the citizens, they can do whatever they want, whenever they want to anyone they want. Their aim? To create a world that is completely in-order; no abnormalities, no dysfunctions, no questions. Their world is perfect. Desirable. Appealing. And to do it, they must get rid of anything that stands in their path. These are the rebels. They are the Underground; a network of those who refuse the idyllic lifestyle offered to them - who knows why? As their name suggests, a lot of their life is lived underneath the earth in a series of tunnels constructed eons ago, and they use them in the hopes of undermining the Jupiter household.

so what is it...?
So, what's the deal about the City of Tobia? There is no dictionary definition, so here's our definition:
A little more in-depth? Tobia is a city that has been fought over for countless years by the government (Jupiter Household Faction) and rebels (the Underground Faction). One side wants things to be idyllic, and for everyone to have a nice life. The other side wants life to remain varied, and to leave everything the way it is. For members of the City of Tobia, you can choose a side, depending on your - or your character's - morals, and then roleplay in an ongoing plot as the fate of Tobia unfolds.
align>As well as the plot, there is a whole world to explore. Unlike other guilds, you can have jobs, run errands, fraternise with the enemy, and be a part in the world. More about this is explained later. top

Like any place you will go to, the Tobian world has a code of conduct. Although it goes without saying to be polite, sometimes people can forget. Here is a reminder:
02. If there is a problem between members, please take it outside through neomails. Don't disrupt the other members in the guild. 03. Members that are inactive or have an unexplained absence risk their place in their faction. 04. Anything stolen, including art and HTML/CSS, is considered an offence. 05. Don't try and usurp other members, or be a kiss-up for better priveledges. It's obvious, annoys people, and won't work. 06. For any offence, be anything mentioned above or any generally offensive behaviour, you will be sent a message by Big Brother with a warning. If you continue to offend, you will be sent another message. After that, if you offend again, it is permanent ejection from the guild. top

Likewise as a politeness out of character, it is imperative that you're tidy in your roleplaying skills. No-one likes sloppy writing. :)
02. It is required that you have decent length in your writing, but not taking up so much room as to swamp out everyone else's posts. Quality, not quantity, is what we want. 03. The main roleplay take place outside of neopets. If you are not willing to go outside of neopets, you may not want to join. You can't just join because you want to. Roleplaying is, after all, the main reason of the guild! 04. Rules for the outside boards will not be put here - they will be located on the board. However, the same quality is to be put in for them. 05. OOC: posts are mainly kept on the guild board. Roleplays are too hard to maintain there. joining.

It's great that you've shown interest! Before you join, remember that, as you've come into the City of Tobia, you should immerse yourself to such a degree that you're actually part of the world and can make a difference in how the story unfolds. The true potential of Tobia is reliant on its members!
main account? main accounts are cooler than sides, but if you must... ;) pet(s) to join? one pet is good, as they truly become an immersed member; they will get a position in their faction, get awards for their skills, obtain items, relationships etc. However, if you want to swap roleplaying pets, you will start with nothing again: your status is changed back to the lowest position and you will work your way up again. If you change back to your other pet, your status and privileges are reverted to what you'd earnt before. Why? It's a live roleplay. Everything you do affects the plot and you can't have new characters with earnt positions! RP? a short example. Try to include descriptions, speech, a bit of action and emotions in it - this forces you to type something up especially for us, not something you've had written up since the dawn of time. It also shows us how well you can cope with different themes in writing. art? gallery link, or single picture link is fine. why? just out of curiousity. ;) faction? do you like the Jupiter Household, or the Underground? position? The Jupiter Household is a reputable faction. It owns the hearts and minds of the citizens of Tobia. Its HQ is elegant, spacious and overlooks everything in the City. The Jupitarian Faction relies on politics to get what it wants. It'll play nice, it'll play nasty, but the pen always is mightier than the sword for them. They have no need to fight physically - virtually everyone loves them.
That doesn't mean that there are bad eggs in the Jupiter Household. Polite on the outside, some have hearts black as night. These are the ones who are the pulling force towards the goal of a 'perfect' world.
02. they have a full run of the city, and don't need City Passes to be able to cross in and out of the city, or into Cheapside. Hey, they are the government, after all. 03. Almost all of the Jupitarian Faction have ways with words, and are intelligent.
02. despite their ability for unlimited travel, they have virtually no idea of the backstreets and secret passages that the city has. 03. Their lack of weapons makes them particularly vulnerable to physical harm. the underground.
rebellious hearts
The Underground faction is a grab-bag of all kinds of characters from all over the place. There are no similar morals, appearances or ethics that label them as Underground members. They are a tight-knit group that know each other well, and the city around them. Generally, the Underground relies on sabotage to undermine those not in favour. A formidable enemy, they are impossible to tell apart from normal citizens because of their casual appearance and are always ready with a gun under the belt or a trick up the sleeve.
However, the reason why they are in disagreement with the 'perfect world' policy is relatively unknown. As the majority of Tobia wants a 'perfect' world, the Underground is pretty unpopular.
02. The Underground is incredibly street-savvy. They know Cheapside like the back of their hand, and everywhere else almost as well. They have an underground network of tunnels, from which their name is derived, that lead to anywhere in, and out, of the city. 03. The majority of Undergrounders are armed to the teeth. Their philosophy? It's better to be safe than sorry.
02. The Underground, as they are a problem, have been confined to one small area of the city. This means that they find it hard to travel to areas of the world they wish to go outside of Cheapside, i.e. City Palace, outside the City Walls. 03. As they are made up of a complete mix of people, it it not exactly clear who is labelled as 'smart' or not. Thus, they are mostly reliant on one person and their close friends to look to as leaders. heirachy & jobs.
