This tutorial is made in Paint Shop Pro 9 but can be mimicked in Photoshop.

OMG CREDIT ME!
I'VE SEEN PEOPLE USING THIS TUTORIAL WITH OUT CREDIT.

STEP.001

Start with a 650x550 canvas and use grungy brushes for the base.
Now minimize that window!
Get the Grungy Stamps/Brushes

STEP.002

Open a 5x5 canvas and zoom right in.
Find a 1px square brush(smallest one) and create a diagonal line.


STEP.003

Double click on your Colour Palette
Go to Pattern and find that pattern you made (the diagonal line one)
Then click OK
You should have the pattern on your colour palette now.

STEP.004

Go back to you main image that you minimized (the grungy one)
And create a new layer.
On this layer add some circle brushes on it.
They should come up with that diagonal patter if you listened ;)
When you've added the circles press Ctrl+C to copy it.
And when you've copied it press Ctrl+Z to undo all the circle bruses
(ONLY the circle brushes)
Get the Circle Stamps/Brushes

STEP.005

Open up another Canvas (same size as your main one with a white background)
And press Ctrl+E it should be pasted on but DON'T DE-SELECT IT!
Selections - Modify - Expand

STEP.006

Copy my setting and then click Ok
Andd press Ctrl+C to copy it
Now go back to your main grungy image (it still should have a new raster layer)
and press Ctrl+E to paste it on, DON'T de-select it.


STEP.007

Now while it's still selected go to:
Effects - 3D Effects - Drop Shadow
Copy my setting and click OK
De-select the circles so they aren't selected.

STEP.008

Change the Layer mode to Hard Light or Overlay.
Which ever you think looks best.

REPEAT STEPS 4 TO 8 ADDING A NEW RASTER LAYER EACH TIME
YOU DON'T HAVE TO HAVE A DIAGONAL BRUSH ALL THE TIME
YOU CAN CHANGE IT TO DIFFERENT SHADES OF YOUR MAIN COLOUR OR ANY OTHERS


STEP.009

If you have some swirly brushes splat them on.
(Make sure they're white and give then a thin outline.
DON'T change the layer mode to hardlight or overlay KEEP THEM NORMAL.
Get the Swirly Stamps/Brushes

STEP.010

Repeat steps 4-8 but with splatter brushes.
You can again Hardlight or Overlay them.
Add a few sparkles to make it glitzy.
Now go to:Layers - Merge - All Flatten
And then go to:
Adjust - Sharpness - Sharpen.
Get the Sparkly Stamps/Brushes

STEP.011

Npw youve' done the base.
Add on a PSD, I'm using this from outspoken-kateDOTcom
I recommend you should add the blog before the PSD.
Then choose a matching font....YOU'VE FINISHED!
