90 years ago, a huge leap in evolution was made. No one is entirely sure why, but one out of three people would start to change when they turned 13. Some of them would grow fur or feathers, but they would beable to start doing super human things, like turn invisible or have strength of a hundred men.

The humans who remained unchanged feared this new specias. They were worried about what they may do with their new found powers, and disliked the physical appearance of many. The humans reacted on impulse and tried to quarentey the "gifted". But the gifted didn't just sit back and do nothing for long. All of them being in the same small place let them easily communicate. They quickly decided that the way they were being treated in unacceptable, broke out and began to riot.

The human council relized the possibility of a civial war. The humans did want to fight the gifted in fear of what their full potential could do to them. So, the human council asked for some representatives to come forward for some negotiations. The gifted agreed for they feared the humans and their technology. A treaty was written and signed where the land would be divided in half. The gifted would stay on one side with all their stuff and the humans on the other.

Since none of the gifted had any formal education, it was implied that the humans would share their health care knowlage with the gifted. But, no formal training happened. A few books were sent over, once a month the humans would send over medican. Then once every 6 months. Then once a year. Then soon, they stopped sending anything.

But the humans insist they are helping the gifted. The gifted often work in mines, fish in the arctic, or log trees. All extremely dangerous work, but they always have a garentee buyer; humans. The humans claim that by buying gifted goods, they are doing a charity. But poverty amongst the gifted have gone through the roof, and in turn so has crime. Some people hate the humans for what has happened, but some are truly grateful that anyone buys their products and don't want to mess with what they call a "good thing".

The humans developed a vaccine so new children will not develop these conditions. But no cure has been found. Once a power has developed in someone and they become a gifted, they will only get stronger.
