Besides the fact that pets under seven days old can't be abandoned, it appears that Lutari as a species can't be pounded. Tough luck.

Why?
Probably...

To keep people from making more than they want and pounding them
To keep people from begging for them
To keep people from making Lutari for their friends, as this is an unfair advantage and is having someone else play the game for you
To prevent pet-trading and -selling deals
To give them an increased aspect of rarity

IT HAS BEEN CONFIRMED THAT LUTARIS OBTAINED THROUGH THE LAB RAY CANNOT BE ADOPTED FROM THE POUND EITHER
It is reported that they can be pounded, but that they cannot be adopted. They just disappear. This probably will apply to the Lutari created on Lutari day once they are seven days old as well.

THE OFFICAL WORD FROM NEOPETS:

If you really want to abandon your poor Lutari, you can, but they will get extremely angry and run away rather than allowing themselves to be placed in the pound! Even if you assure them they are just going to your other account, they'll still run off. :( We're not quite sure where they go, but it's definitely not the pound.

In other words, they disappear, as pets, off the servers for all eternity.

So, how do you get a Lutari?

Log into an account with fewer than four pets
Go to Create a Pet and select the Lutari
Hit the "I have chosen button"
Refresh the resulting page until you are able to adopt a Lutari, if you can at all.

Lutari areaparently not available anymore, as Lutari day is over. :)

NO ONE KNOWS WHEN MORE LUTARIS ARE GOING TO BE RELEASED. STOP ASKING.

LUTARIS ARE NOT RELEASED EVERY 5MINUTES/10MINUTES/HOUR. STOP SAYING THEY ARE.

To sum it all up...

You CAN...

Create Lutari on Lutari day when TNT releases them
Get Lutari from the lab ray
Morph Lutari into another species
Grovel at my feet
Abandon Lutari HOWEVER they will disappear

You CAN'T...

Adopt Lutari from the pound
Adopt Lutai that've been obtained through the lab
Transfer Lutari through the pound
Know when Lutari will be released, if more will be released, if there will be a Lutari morphing potion, ect... until TNT announces it or it flat-out happens.
