Umbreon is one of the best Tanks in the game, so we will take advantage of that in this moveset. Mean Look will trap the Pokemon on the first turn and then you can use two different strategies. First, you can switch using Baton Pass and your opponent will not be able to switch because of Mean Look and you can take advantage of that and put in a Pokemon that will do good against your opponent. For the other strategy you will have to choose between having an attacking move or a status affect move. I personally would go with Payback or Dark Pulse because you can't get Taunted. I also would take Payback because Umbreon is not a very fast Pokemon giving Payback a power of 100 and with STAB it will be 150 so it will be a good attack. For the Second strategy you will be using whatever move you choosed to do damage to your opponent. Moonlight and Rest are for healing Moonlight is like recover and Rest puts you to sleep and restores all HP.
This part is to help decide which moves to use.
Confuse Ray: does damage to opponent and keeps them from attacking, but only half the time.
Toxic: always causes damage and gets stronger each turn, but takes a while to KO something.
Dark Pulse: Keeps you from getting Taunted and always does damage.
Payback: Keeps you from getting Taunted and is more powerful than Dark Pulse.
Moonlight: Heals half of HP, but certain weather affects can lower how much it heals or increase how much it heals.
Rest: heals all HP, but puts you to sleep for two turns.
The EVs are going to make Umbreon not take very much damage from any attack.
