First to start out make a new image either 750x700 or 850x800. I chose 850x800 because i like bigger layouts.
Make sure the transparency is not selected. Press ok.
Make a new layer and fill it with #f0ef9c. Also add different colored transparent brushes to the base on a new layer. It should look like this:

If you need colors feel free to refer back to this.

After you've put down a couple brushes we need to add circles. Make a new layer and randomly place colored circles around your area. Make sure they aren't to large though we want the layout to took full and complicated so the smaller/more the better but not smaller than 125px it'll take waayy to long. When your done it should look something like this:

After you've done those circles you need to outline them. Now if you want(older psp versions don't have a choice) you may outline the normal way (selections--expand) but i outline my brushes different. I think that the lines come out skinnier this way so.... Copy the layer of your circles and paste it into a new window black image by selection. 
Go selections--modify--select selection borders.

Then set your settings to mine and press ok.

Now copy that selection and paste it as a new layer on your layout canvas abover the circle layer. Position it to outline your brushes i suggest not to offset it (the layout will look sloppy and messy later) then if the outline looks too fine go layers--duplicate and make the opacity level to 40-60. Looking like this:
Now add 3-4 more layers of outlined cicles until it looks like the below picture.
**If you want transparent brushes put your brushs down on a new layer set the layer settings to either screen or hardlight(whichever matches better)and duplicate the layer then set the above layer to either hue, or color and play w. the settings. Outline and it should turn out like this:

Then add 2 layers of transparent brushes like the base and also a layer of solid brushes like hearts and stars. It should now look like this:

Time to add the splats!
Now this is where we give the layout body and depth.
This is also where people get confused so read carefully.
First put down 2 fairly large different colored splats and outline them. Simple.

Now put down another differen't colored splat outline it and make it transparent. Do this once more.

Now you may see negative space on your layout or space where theres chuncks of nothing or you can see straight through to your bottom layer OR if you don't have enough of a color.
Either circumstance is BAD!! BAD!! BAD!!
Wherever this negative space is add small transparent half/quarter splats there and outline them. If you have none go to my stamps page and get some. Here.
Now add 1 more transparent splat preferably on that is seperated and not as full as the one below. Add stardust, your psd, and a blog an Wahlah!! Your done. =D This is my finished base:
