Imagine this: You, a dedicated Kougra roleplayer, are searching adoption agencies for a well-named Pirate Kougra. You've had a design in mind for weeks now, and only need the perfect Kougra to fit what you've thought out. While you are looking, you spot the image of a Pirate Kougra—what you were searching for all day long! You read on to find out it is a male, with a great name—it is pronounceable, and with no numbers or underscores. As you begin to read the rules for applications, you read:
1. You must call him by his correct gender."
And as you continue to read on, extremely excited to start your application, you read:
12. You must have a messenger for the transfer. NO EXCEPTIONS."
…And you sink down into your chair. You were never allowed to get a messenger, even if they were free to download. Your parents have always been afraid that something you download will mess up your computer. Sighing sadly, you "X" out your browser. "I guess I'll just have to find another pet…"
An initial Notice: Please don't neomail me saying, "why dont u tak ur petishun down b/c tnt dusnt listn 2 dem neway" or anything like that. This petition isn't meant for TNT; it's meant for people who have pets up for adoption with the "Must have a messenger" rule.
As you can (hopefully) tell by now, this petition was created to try and stop the "Messenger required for transfer" rule. Many foster owners think that they need a messenger-transfer because neomail transfers aren't efficient, or that messengers are just better. The blunt truth: neomail is just as good as messengers are. So then, why are fosters making this downright crazy rule anyway?
Like I said, a lot of fosters think that messengers are more efficient than neomail. This is normally because you don't need to refresh to see the other person's message; the people transferring a pet can then use the "countdown method" for the transfer, or something similar to it. This is when the person pounding the pet counts down (usually from 10) to the time they'll pound the pet, and when they say "Go", both of them will switch browsers. The receiver will then refresh with the QAL (quick-adopt-link) as the other person pounds the pet. This is a method that cannot be done through neomail well.
Some foster parents think that because they can use the countdown method, there is a better chance that the transfer will be a success than with a neomail transfer. This, however, isn't exactly true. If a neomail transfer is done correctly, it can be done just as efficiently as with a messenger. The only ways that a pet can be lost with an efficient transfer method is by an AAer (auto-adopter), who uses a program to automatically snatch the pet the instant it hits the pound--much faster than with refreshing the QAL, or if one of the people involved in the transfer messes up in some way (i.e. the pounder pounding the pet a couple seconds late, the receiver refreshing too late, or if either of their computers freezes). If a pet is lost through a neomail transfer, the people in the transfer usually just blame the fact that it was a neomail transfer, and don't consider the fact that it was something else.

Okay, so you know that neomail and messenger transfers are pretty much the same, efficiency-wise. Now you may be wondering what the problem is with having the messenger rule anyway, and why this petition is even here.
Well, there are a lot of people (including myself) who aren't allowed to get any sort of messenger, like the poor Kougra roleplayer in the intro. Many parents think that if they download things like that onto the computer, they'll be more vulnerable to getting computer viruses and things like that. So, this rule is stopping perfectly good users from applying for pets, which is, in my opinion, very unfair.
This is something that fosters generally don't consider. They usually mean well by establishing this rule--they just want to have a successful transfer, so they can go to the right owner. What they don't know is that they are not only disappointing possible applicants, but they are also not doing the best for their foster pet. They never know that they could be missing out on giving their pet an absolutely incredible owner.
This is a little section I decided to add for the people who can't use messengers, and want to know how to have as efficient of a neomail transfer as possible. Hopefully this method works well for you, as it has for many other people.
1. First, make sure that you have the 250 NP you need to pound the pet (if you're the pounder), or around 3,000 NP if you are the receiver. Also make sure that you're on the right account, and that your account is old enough to adopt the pet. If you are the receiver you'll also want to have another browser up so you can refresh the QAL as soon as possible. Take the link:
