When I first look at a site, I look to see if they have the basics down. The title of your site is the most important feature besides content, and thus it must be the first thing a visitor sees.
Layout & Coding: ?/20
A good layout structure makes for a sound site. And, if you don't use proper coding and shorten everything, you might end up with a giant mess of letters.
Content & Quality: ?/20
The content is the only reason a person is coming to your site, nothing else matters to them, everything else (layout, creativity, etc.) is just a bonus. Most visitors demand high quality, and hopefully you've got a large enough quantity to hit the market right.
Creativity & Originality: ?/10
Creativity. This is word is an opinion, meaning that everyone takes it differently. But the general idea is, what do you have that the site down the road doesn't? You always need more to keep your visitors entertained and coming back.
Neatness & Organization: ?/10
If they can't see all the content when the site first loads, you need to give them a clear, clean path to it. Navigation is the best thing since counters, every site should have one.
Detail & Effort: ?/10
Effort and attention to detail is something that makes anything humans do special. Make sure every digital t is crossed and every virtual i is dotted, or you might get flooded with mail complaining.
Market Appeal & Compatibility: ?/10
If you only target people who like puppies, you only attract people who like puppies. If you target only people who love kittens, you only get visitors that are crazy for cats. But, if you target both kitten and dog lovers you get twice as many viewers. Oh, and people don't seem to like being shouted at "US3 FIR3FOX Y@ N00B! IE MAK3S TH1S P@GE ST1NK!!1!11" Or at least in my experience they don't. Your page has got to be compatible with the major browsers, hopefully even a few minorities too.

If you don't have a button, people can't link to you. You need good buttons, great affies, and a boatload of directory listings to get even a tiny amount of views. Entering contests shows that you are active in the site-making community.
