The Graphic Bin is a spiffy site run by Paye. It has Petpages, petlookups, user lookups, shops, guilds, shields, blogs, galleries and cursors! Check it out!
I do requests for TGB, but only if you follow my simple rules:

1. My layouts cannot go against existing Neopets' rules. (Nothing violent, explicit, profane, etc.)

2. I will not use TGB lookups to make you a "personalised" layout (containing your pet/shop/guild/username). These layouts are for everyone.

3. I will not make a similar layout to any that already exist, nor will I change one to suit your needs.

4. I will not make any Hannah Montana, Miley Cirus, Jonas Brothers, Twilight graphics.

5. I have the right to refuse your request if you are too demanding or not polite. And please do not persistently ask if I am finished. I may or may not remember to tell you, so just check back at the end of the week after our lovely Paye has put them up.

6. In your request, tell me what you want made (User lookup, petpage, shop, guild, etc.) and what theme you want.

Pyxidium

Pyxidium is a small site I'm trying to get going that does personalised and normal layout requests.
I much prefer making TGB layouts, but I've not seen many sites that personalise layouts which is why I've started this.

1. I will not make anything that goes against Neopets' rules.

2. I can personalise a Pyxidium lookup for you.

3. I can make userlookup shields, cursors, pet lookups, pet pages, tiled backgrounds and music codes.

4. I reserve the right to turn you down if you are brash. Do not beg and plead if I do – you get what you give.

5. Please be specific as to what you want – I am not a mind reader, as much as I would like to be. Tell me if you want a specific image, colour scheme, etc.

6. At the moment, I do not know how to code my own shops, or guilds. If you want one please request a TGB one (which cannot be personalised)

7. Give me time to make it! I'm generally quick, but I can take as long as I want to.
