INTRODUCTION
Hello and welcome to locked_topic's pet page! This page was created in the hopes of helping the users of neo find the rules stated in the editorials a bit easier! If you come across a locked topic, feel free to send me a screenie so I can add it here. Updated material is always welcomed!
I have a large sized browser. How does this apply to you? Well, my images are larger than average and b/c of this you will see some low-quality images as I've shrunk them to fit. All you have to do to view them is click on the image and drag it to your address bar or to a new tab to view the full sized image!

Announcement
The following is quoted directly from the New Features for January 11,
2005.
We have another new feature going
into place today, too. Our monitors now have the
ability to "lock" topics on the
Neoboards. This means you may see some topics
with a lock icon and the reason the topic was
locked posted next to them. It'd be a good idea
to use these locked topics as a refresher course
on our Terms and Conditions so you don't end up
suspended or frozen. ;) (Of course, anyone
posting topics simply to get them locked will be
frozen. Intentionally distracting our monitors
from people who are *really* breaking the rules
will be not be tolerated.)
There are 2 key differences in locked topics now. 1 is a regular, you broke a rule and we had to lock your thread for it, locked topic:

And the NEW (as of April 2009) locked topics! These locked topics are NOT rule breaking locked topics, they are locked threads that went over 502 posts. This allowes users to view the thread even though it's over.

While this topic IS spammy, it's not locked for that reason. It's locked b/c it went over 502 posts.
What this means to us:
Pink/red locked thread = broke rule
Blue locked thread = over 502 posts
FAQs
Q: What does this mean?
A: It means something was posted that
doesn't quite fit within the rules. It's not
inappropriate or profane, so TNT is
"locking" the topic rather than
deleting the board. Hopefully, this will teach
other users what should and should not be posted
on the boards .If they delete the boards, nobody
really learns anything. It will also save TNT a
lot of repeated reports. As you can tell in the
following screenshots, the user names have been
removed, so you will not be able to report the
person who started the board, thus creating less
reports for TNT to sort through. Don't worry,
it's a good thing.
Q: What about really
inappropriate topics?
A: Monitors still have the ability to delete
boards and freeze users who seriously violate the
rules. If the title of the board is profane or
inappropriate, I highly doubt that it will be
left for all users to see.
Q: What happens if I
post on the Locked Topic?
A: Once the topic is locked, you will not be able
to post on it. If you posted on it before it was
locked, then it will be up to TNT to decide how
to handle it. If you do not recieve a warning, be
thankful and be more careful next time :}
Q: Does tnt still lock topics (2007)
A: Yes, they do. It may be rare, but they do still lock them.
Tips for Chatting
If you plan on "chatting" on the boards, please
pay special attention to the following tips. It could
prevent you from being warned or having your account
frozen.
Use the proper board.
Each board has a specific purpose which is all outlined
on the Main
Page of the Neoboards. You'll get a much faster
response by posting on the correct board, and it won't
get you yelled at or reported.
Keep it Neopets Related
The boards are to be used for Neopets related information
only. Please keep in mind that we are not allowed to
discuss personal matters on the Neoboards.
Report and move on.
If you see someone violating the rules, you can report
them.
DO NOT argue with them, DO NOT threaten them, and DO NOT
harass them.
According to TNT, they would rather us report the person
and ignore them.

Yep, even the Premium Charter Board seems to have its fair share of problems. This is not the first time Flighttime has gotten involved in board issues.

Many users will take the first sentence of this locked topic and take it to mean we all can just ask willy nilly for free items. That's not what this is saying. Reading it in context it shows that while asking for items isn't against the rules - think about it, that would mean you can't ask your brother, sister, buddy, cousin (whomever you're close to) for anything via the site - you cannot repeatedly ask for items from users, you cannot post new topics asking for items and posting on other user's threads asking for items will be reportable as spam (which they always have been as per the editorials). Tnt isn't saying that we users can and should ask others for items. They state often on this site that it's a game site, a place we earn our items, nps and pets ourselves. So while the first sentence says that asking isn't against the rules, we need to keep in the spirit of the rules and site as well.

Random Acts of Kindness
I've seen quite a bit of discussion on this and want to help clarify. Although it's fine to give gifts to your friends, or to quietly do nice things (including votes or gifts) for random people you see. It is NOT
allowed to create gift boards. Although it's a nice thought, it's not allowed as it's too easy for people to abuse them. Here are specific examples of boards that were frozen:

Tnt removed the thread. Against the rules ;) Try and keep that in mind. It's an old rule, but it's a rule that is very much still in effect.

Abusing A Glitch

If you suspect there's a glitch, don't advertise it to other players. Just report it to TNT so it can be fixed. First, check to see if your issue has been addressed in the FAQs. If not, then you can submit a bug report to them HERE.
