First Impressions: Does your application draw me in? Does the colour scheme blind me? Is it inviting, catchy or unique? Do my eyes cringe away from the amount of writing?
Layout: Is your layout organized and neat? Does it have good art or is it messy? Is it a premade (Note: Having a premade may affect your Layout score)? Is it easy to navigate and see what I want?
Content & Sections: Do you cover all the bases? Is anything too vague or too overly explained? Is it in detail? Is it unique or too repetive? Is it interesting to the reader?
Art: Do you have adoptables? Did you do any art yourself… or is it all done by others? Is the art messy, disorganized or displeasing to the eye? Or is worthy of the Beauty Contest?
Story: Do you have a story? Is it detailed and well-done or too bare-boned? Is it unique and refreshing or has it been used many times? Does it draw the reader in? Remember, I'm a Neopian Times writer… I'll be strict at this point.
Effort & Dedication: Do I see ooze out of every single aspect of your application… or is it something that you obviously have done in three minutes?
I will be using a ranking system- nothing too elaborate or complicated (to make it easier for the applicant), however. I will use A, B, C or D markings (ranging from A+ to D-) with A+ being the highest mark and D- being the lowest. I may have to explain in more detail when I do your review.

My first impression when I saw your application was "Ew, she uses too much orange." An orange div id, an orange banner, orange bold, orange italics, orange headers, and orange links? I'm sure a Tyrannian Chia has more colours on its body than orange. Maybe add some yellow and brown?
Next, I am a foster owner. I have it on good account that writing "ur pet is rlly cut so ya ill fd it n play w/it n nvr put it in the ldge n luv it always" does not go over well :(
That frowny face brings me to yet another point; using smilies in moderation is perfectly fine with most foster owners. However, using a smiley every two words does not give you a professional look.
One thing that is very much recommended in applications is your future plans for the pet-things like petpet, lookup, and petpage.
You have none of those. All you have in that section is "y wud u need to no my plns if u r goin to gve me ur pet?" The point of an app is to find out your plans for the pet. I would strongly suggest adding a plans section.
As for your personality section, you write "shs cute n poplr n prty n luvs dogs" That is hardly a personality section. First of all, the pet you're applying for is a boy, and you state nowhere that you want to change his gender. Second, a personality is what makes your character happy, what makes them sad, and is usually talked about with more descriptive words than pretty, cute & popular.
Altogether, your application needs a lot of work if you want to have a chance at this Tyrannian Chia.
