You can purchase stamps at the Neopian Post Office Kiosk, Trading Post, Neopian Shops, or Auctions. I myself have only eighteen of the twenty-five. Sad, huh? You may ogle them in my gallery.

If you're unnaturally lucky, you can nab a Candychan from Wintery Petpets for an estimated 9,000 neopoints.
For us mortals, the Candychan can be purchased from the Trading Post for about 20 million neopoints. The petpet paint brushes can be purchased from the Trading Post, Neopian Shops, or Auctions. Your new Candychan can be painted at the Petpet Puddle. The Chocolate Candychan can only be acquired through a lucky lab map zap. Yay for pretty Candychans!
