I really like Whirligig's layout. The whole layout is simple but really cute and appealing. Who wouldn't love a layout featuring a Bruce gnome dancing on a mushroom? It's absolutely adorable! I see you added pink and green to the layout, which is great because now the layout has real color, and not just gray. The CSS, content box-borders, and resources you use help your site come alive in pink and green more than the gray version did. For the record, I really love the content box-borders fade from pink to green, and I love the grass on the bottom of the main content box. The title of the site is nice and simple, with just the site name in it. I really like how you chose to fill the title with a background instead of just having a plain color, like the navigation header does (but since the navigation header isn't supposed to stand out as much, and you wouldn't want to overdo the dotted background, it's fine). The layout is really simple, but sweet and more than satisfying.
I don't have much to say about your CSS. Of course the colors match (or at least make sense) with the layout it's made for. All the codes are great, and I really like how you used an image main header rather than a coded one. Even though your CSS is great, if I had one thing to criticize, it'd be that the amount of green is small compared to the amount of pink. You can really tell in the homepage, but it does show through the whole layout. Maybe make the navigation and italic codes green?
I LOVE Whirligig's layout and if were just some random visitor, I would definitely stay and keep looking through your site.

First off, I must say I'm sorry for your wait on your review; but you must understand I haven't been finding much time to do reviews. (Your layout had also changed, so I had to redo portions of this review.)
My first thought seeing your new layout was, That is one huge banner..., because really, that is one huge banner! It's actually too huge. Your banner could've easily been smaller, since the image doesn't have much in it, and can be shrunk, and made the whole layout smaller. The subtitle font and border colors should be reversed, since the border (which is too big) covers up the text (which is too small). The main title font should be a bolder, different font since both the subtitle and 'updates' sign already use them. Finally, the titles need differently colored borders, since black isn't a main color from the image. Use a pink or green.
I think your layout is too big, and you obviously don't need so much space for your content. Empty (or wasted) space usually bothers me because then that makes me think a site (including mine) needs more content. So I suggest for your next layout to be smaller.

Above is a base code you can use for your navigation, since it too is also pretty dull. Also, when clicking a navigation link, the page goes down. You can fix that by putting the name/ID of the page above the box codes. Finally, your bold, italic, and header codes are too dull. Plain black doesn't help them stand out like they're supposed to. Using more colors (varieties of greens and whites if they're not too light) will help them stand out, and for only your headers, different fonts, borders, or backgrounds will help.
Overall, your layout is a bit dull and needs some work, but can greatly improve. If you need any help understanding this section, just ask.

Content 25/30

Your art and banners aren't bad! But the section is really messy. Shrink all your banners or art to a certain size (make sure to remind visitors that they can drag and drop images for the full size), match the size with the textarea code, then leave a certain amount of images per row (depending on how they'll fit), {br} them, and put they're codes in. This is how you'd see them with your buttons:

I have to say that the order that you put your sitely content into is both unusual and pretty messy. The order most site owners go by is: link-backs, affies/listers, reviewers/achievements, any other things they have left, then credits. Go to Amore's sitely section to see how I did it and get an idea on how it is usually laid out.
That aside, you update pretty often with short sentences that still tell the visitor what you've been doing. Your link-back buttons are really cute (besides the 2nd one, which I suggest your delete), but have nothing to do with your layout, color scheme, or theme. This isn't a major problem, but having buttons that match your site is usually wanted. You don't have many affies, and you'll definitely want more (by the waym Classy Customs is closed), but from what I see, your affies are good sites. You'll also want more listers but have a good amount of them (The Candy Directory is listed twice). Lastly, keep your credits short. Keep all of them in a single paragraph, with short sentences, like "Bullet points by Flamboyance. Textures used in many banners by....".

Effort 7/10

You could put more effort into your site, but seeing how it's not the oldest site in the world, you have to give more time, and then wait for the time to pay off. I suggest more banners and art, higher-quality content, and extras.

When I first look at your site, I think one thing: WHOA, that is one huge layout! The layout is huge; the image, content box, and navigation are huge. Even if it did depend on the size of your computer screen, the size of the layout is fairly huge for a button request site. If you wouldn't have the time to minimize the size of your layout, I would suggest you slide your layout a bit to the left.
Anyway, the image of your layout gives an overall theme to your site: space. There's a lot to the image, but mainly because the size of it is giant. Your image is very colorful even though textures and effects make it seem darker. Your image looks fine. Next, your title and navigation. Your site name is in a font that makes sense, is readable, and big so that it is known that your site is clearly Asylum. Your navigation is still huge (as above) but aside from that, there aren't a million overly-specific links, they're just simple 'home', 'request', and so on. Your background is simple and bland, so your layout really pops out.
Your CSS colors fit your layout. Your headers are really simple and are all centered, which annoys me because it's just repetition. Centering all of your headers doesn't make the headers look as well as they could. I think 1 of each of your headers should be aligned to the left or right, or centered. Also, h3 should be smaller than h2 because it's less important (and only used once). Finally, your textareas, bold, italic, and link codes look fine.

Content 27/30

Your buttons are extremely high-quality and professional. Your buttons, what you specialize in are really good. Your buttons show potential and talent, and they leave a lasting impression on anyone who sees them. Or at least I think that way. It's no wonder why your site is pretty popular based on today marking the exact month since starting your site.

Above are some of my favorite buttons from Asylum.
Other than that, your site has no other content. You extras section only includes one thing: a portfolio, which isn't really an extra, because most button request sites already include a portfolio. You should add more extras, like a BOTM, a button collage (idea from Belly Buttons), a button tutorial, an about you and the site section, a request site recommentdation section, or a featured site section.

Your site is pretty active. You only have 4 buttons, but like I say, since sites usually have a small amount of link-back buttons. You can always make more if needed, right? Also, I don't believe that button request sites should get buttons from other button request sites (did that make sense?). If you can make your own buttons, then is there really a reason to get buttons from other people? Okay, anyway, you have a nice amount of high-quality and same-type affies. You also have an acceptable amount of listers. Your site most likely has more achievements than just that one, but you don't want to list them, correct? You also credit those deserving it.

Effort 8/10

The effort you show in your site is mostly shown through your buttons and layout. Your buttons are extremely high-quality and professional. Your layout and your buttons don't seem to have been done in a matter of a few minutes. However, your site isn't really unique besides your space theme. You might want to think about adding different features in your extras, such as a button tutorial, or a BOTM.

Amore means love in Italian, and is pronounced (uh-more-ay) as you should already know. But did you know that Amore was originally a dailies site? Amore the dailies site opened in August of 2009. Dailies had become very boring, but easy to do, so I made a bunch of review sites, then started them again, again, again. I originally had Sonata, then Uncontrollable Laughter, and finally transferred the coding to Amore, a new review site that changed in December of 2009. Amore was originally placed in 123_amore_123's homepage, but was moved to CottonCandee_123's. Amore was a joint review site; my best friend, Lily joined! =) However due to Lily's inactiveness, Lily was kicked off Amore. In November, Lily was recruited back, but quit in January. Amore has changed month after month, but I hope you enjoy it!

Cutie is back and better than ever! She's our site mascot. Isn't that the cutest clementine you've ever seen? She doesn't have an annoyed attitude like those sour citrus fruits. -.- Anyway, I got Cutie on February 28th, and we've loved her since! Welcome home, Cutie! Cutie will soon be used across the site!!

If you're thinking about opening or editing your review site, keep these handy tips in your mind!

Remember the rules you put in. Read them every so often so you don't do a review that you wouldn't do according to one of them.
You might want to allow 2 reviews per site, unless you're a really fast reviewer and think you can handle the work. The first review is the all-around review, and the second should refresh the owner's memory on what they still can improve on and what they've improved on.
Be fair and firm. Don't be too nice, because then you can't pull the criticism out of it.
Treat every site equally. Just because you like someone doesn't make a difference to the site.
Be in-depth. Explain as thoroughly as you can for maximum success.
Keep in mind tips for other types of sites, too: have tons of affies, listers, and achievements (reviewers come in handy, too), do link sweeps often, have a good layout, be organized and have good spelling and grammar, don't overdo things, watch out for link borders...
They asked for your criticism. You give it out. Enough said.

And the most important rule...
