Firstly, I reccomend reading a wide variety of mathmatical and scientific books. Now, I know the last thing we want to read are science or math books, but Science and math are very important building blocks of weather. Here are some I reccomend, or have read that I didn't so much enjoy as I gathered information.
Basic
Of course there are a few basic and simple not as complex books in the subject that you can pick up.
In-Depth
Then there's harder and more in-depth reading. These confuse me all the time... But eventually they stick and make sense. Sadly, weather is a lot of calculating, but I've gotten the hang of it!

And of course to get better in math you could always pick up a math workbook. They say the only way to get better at something is to Practice Practice Practice!

Other
Math and science aren't the only textbooks you should read. There are plenty of other texts too! However, as far as I'm aware there are no weather pattern books... I have yet to find one about Neopia's weather. Maybe we can look for it in the near future? Perhaps.
