This sinister Kacheek clown used to work at Neopia's Theme Parks, but since then he's turned his attentions to creating many dangerous weapons.

Add a clown wig to the top of his head.
Give Mr. Chuckles's clothing some detail by adding three fluffy buttons to his chest, as well as some pompons on his shoes and the tip of his tail.
Include a bit more detail on Mr. Chuckles's clown costume by making a patch on the tail of it and adding the outline of the makeup on his face.
It's now time to draw Mr. Chuckles's devious face. Make sure to give him a round clown nose.
